The 27-year-old put pen to paper on a new deal at Stamford Bridge earlier this summer, despite not playing for them in six years.
And now the wheels are in motion for Van Ginkel to return to Holland for his fourth spell on loan at PSV.

He has made just four first-team appearances for the Blues since signing and has turned out more for the Under 23s, playing eight times.

The Dutchman briefly caught the eye in his debut season before a cruciate injury in his second month of action halted his development.
He then spent the next season on loan at AC Milan and was a regular for the Serie A giants before playing for Stoke and PSV Eindhoven in 2015-16, helping the Dutch side win the title over Ajax on the final day.
Van Ginkel spent two more seasons in Eindhoven and managed to win a second Dutch title in 2018.
